20世纪末,主流国际关系理论对冷战结果预测的失误,为国际关系领域的政治文化探讨创造了机会,为我们提供了一个思考问题的全新视角。近年来,有关政治文化与外交的关系研究越来越受到国内外学者的重视,这将有助于我们更深入地理解一国的外交。

日本虽是偏隅东方的一个岛国,但却是不可小觑的国际社会一员。日本既有实现两次经济发展的辉煌成就,也有穷兵黩武、侵略扩张的污点。近年来,基于经济成就的民族优越感不断高涨,日本欲谋求政治大国地位。为此,断然冲破“和平宪法”的束缚,扩充军力,出兵海外;强化日美同盟,突出日本的国际影响力;国内否认侵略、美化战争的言论不绝于耳,并付诸行动。战后日本这些令人费解的外交举措很大程度上源于其政治文化的特性。本文围绕日本在过去的半个世纪以来的外交实践,从政治文化视角对战后日本外交作出分析。这将有助于我们客观把握日本外交的发展动向,做到“知己知彼,百战不殆”,保证对日本外交的主动性。

本文共分三部分:

第一部分主要从理论上探讨政治文化与外交的密切关系。为本选题寻求理论支撑,打下理论基石。在该部分,作者首先对政治文化这一颇具争议的概念进行解读,并简要概括了其所具有的特点。其次,作者从对外政策、对外关系、国际政治三个角度分析了政治文化对外交的影响。

第二部分论述了日本政治文化的具体内涵,包括传统政治文化和当代政治文化。传统政治文化已深植于日本人的血脉中,经过战后国内国际环境的深刻变化以新的面貌和言论出现,即为当代政治文化。当代政治文化很大程度上是对传统政治文化的继承和发展,是影响战后日本外交政策和对外关系的重要因素。

第三部分详细分析了日本政治文化对日本战后外交的影响。是本文的重点。作者在对日本战后外交全面把握的基础上,概括出其外交呈现的五大特点。并在前文理论阐释和知识解读的基础上,以政治文化为背景逐一进行分析,突出了战后日本政治文化在外交中的的重要性。



At last years of the 20th century , the miscarriage predicting the final of the post-war by the dorminant international relations′ theory took the chance for the exploration of the political culture in the field of the international relations, which provided us with brand-new angle to understand deeply a certain country′s diplomatic policy. Nowadays, the scholars and experts at domestic and abroad pay more and more attention to the relation research of political culture and policy, which will be good to our understangding courntry′s policy.

Japan is an island that lies in the Orient, but she acts as an important member in the current international community. Japan owns both the brilliant achievements of twice economic developments and the stain of aggression and expansion by means of her militarism. Recently, due to the economic development, Japan′s nationalism has been strengthened, aiming for the power position in the world. Therefore, Japan brokes the bound of Peace Constitution, strengthened troops, sent her forces to overseas, intensified the coalition of USA-Japan, showing off her international impact, some individual Japanese deny the history of invasion, beautify the war and take action to show it. Thus, these puzzling diplomatic measures of post-war′Japan largely originates from the feature of her political culture. According to the diplomatic practice of Japan especially the period of Post-War, the author analyzed Japan′s diplomatic policy from the view of political culture so that we can learn and grasp objectively the main tendency of Japan′s diplomatic, taking up the positive position to deal with Japan`s diplomacy.

The paper is divided into three chapters.

The first chapter mainly deals with the relation between political culture and diplomatic, laying the foundation for the article, seeking the theory support,  In the chapter, the author explains the paradoxical concept of political culture first, and then generalized its character briefly. Henceforth, the author analyzes the impact which political culture have on diplomacy from the view of diplomatic policy, relationship and international politics respectively.

The second chapter deals with the concrete meaning of Japan′s political culture, including traditional and contemporary political culture. The traditional political culture, which has infiltrated the Japanese′s mind and thoughts, experiencing the deep change in the domestic and international surroundings, appearing in a new appearance and opinion, namely contemporary political culture. In a sense, it inherited and developed the traditional political culture, becoming the critical factors which impacts post-war Japan`s diplomatic policy.

The third chapter analyzed the impact that Japan′s political culture has on Japan`s diplomacy of post-war in detail, which is the foremost section in the article, the author who has mastered the overall contents, generalized six remarkable characteristics of Japan′s diplomacy and analyzed them separately on the background of political culture, based on the theory explanation and related knowledge, revealing the significance of Post-War Japan′s political culture in diplomacy .
