日本中小学教师资格制度之经纬/Research on the Qualification System of Teachersof Elementary and
Teacher qualification system is a legal institution of professional certification applied to teachers by state. The system is an important insurance to legal management of education and scientific-making, standardization and legalization of teacher appointment. The employment of this system is vital to ensure the quality, to strengthen the professional status so as to improve the social position of teachers. Japan, one of the nations which employ the system relatively earlier, is with rich experiences for us. It is advisable for us to draw on the experiences of Japan, whose teacher qualification system is relatively sophisticated, in order to construct a perfect cycle for the formation of teacher teams and then improve the whole quality of teachers and promote the reforms and developments of education. Japan is an Asian country with amplified system of laws, whose teacher qualification system is of great enlightenment for the professional development of teachers in our country.
This research is designed to study comprehensively the teacher qualification system of elementary and secondary schools in Japan from aspects such as history, reforms, perfection and innovation, current situation and characteristics. On the basis of thorough analysis of the problems of teacher qualification system in Japan and China, the author analyzes the causes of the problems in Chinese teacher qualification system. Furthermore, in the light of incompleteness of our teacher qualification system and refer to the measures adopted in Japan’s teacher qualification system reforms, this thesis summarizes and put forward a scheme, which is over-all, reasonable and fit to our national conditions, for the reform of Chinese teacher qualification system.
