本文在人文地理学基本理论和思维方法的指导下,借鉴相关学科的研究成果,初步构建我国城市土地集约利用潜力评价体系。论文共由三个部分组成:

第一部分:从城市土地集约利用潜力评价的背景研究入手,描述国内外学者对土地利用研究的角度、方式,城市土地利用发展形势和政策;阐述与城市土地集约利用密切相关的几项重大社会问题;然后对案例城市——长春的土地集约利用潜力评价的需求背景进行分析。

第二部分:以长春市为例,从评价的主体内容入手,结合评价要求,以我国土地利用相关的法律法规为依据,整理确立城市土地集约利用潜力评价的实施步骤,结合已有工作基础,构架城市土地集约利用程度的评价指标体系,进而从定性分析、定量挖潜的角度制定评价方案。最后得到当前技术经济条件下,长春市可供挖潜土地的数量、类型和空间分布。

第三部分:在对土地相关的理论与方法全面表述基础上,从经典理论中提炼出城市土地利用潜力评价的理论基础。随之总结、确定城市土地集约利用潜力的理论内涵,并分析我国的城市土地利用状况和潜力产生来源,提出潜力评价过程中需要解决的若干关键性问题。在对现有的实用性方法进行总结的基础上,借鉴其他学科的研究成果,着重运用数学手段,对定量分析方法加以创新。本章最后作为应用研究,结合我国的实际情况,提出将城市按相关要素予以分类,尝试建立全国性的评价体系,争取实现规范评价方法、系统总结评价指标体系、确定具有地域特色的评价标准,从而体现城市土地集约利用评价方法的规范性,实用性,可行性,全面性,以期得到更具应用性的城市土地潜力评价体系和方法。改变以往一个评价体系只能为一个城市服务的孤立局面。

论文最后概述了的主要结论,包括研究前景、方法创新、应用目标等,并提出了有待于进一步解决的主要问题。





Directed by the theory and thinking methods of human geography , and referred to the knowledge of other subjects, this paper constructs the study systems of the evaluation of urban land intensive use and potential in our country . The paper is organized into three parts.



In Part One, from the background of the evaluation of urban land intensive use and potential, this part describes the angles, patterns, developing situation and policy of the urban land utilization of the domestic and international scholars, expounds several important social problems that closely associates with the urban land intensive utilization, and analyzes the demanding background of land intensive utilization potential in the case city, Changchun.



In Part Two, taking Changchun for example, from the main body of evaluation, combining with the evaluation demand, relying on the laws and rules related to the land utilization, it shows how to set up the process of evaluating urban land intensive utilization potential; united the existing working foundation, trusses the evaluation index system of the urban land intensive utilization degree, and then sets down evaluation project from the aspects of qualitative analysis and ration potential. At last, with the present technical and economic support, analyzes the quantity, types and space distribution of land that can be utilized in Changchun. 



In Part Three, on the basis of theory and method statement related to land, the paper epurates from the classic theories the theoretical foundation of the potential evaluation of the urban land utilization. Then the paper achieves the theoretical connotation of intensive utilizing potential of urban land, analyzes the utilizing situation of urban land and potential productive resource in our country, and proposes several key problems that need to be resolved in the process of evaluating potential. On the basis of concluding the present practical methods, and using other subjects’ researching achievement as reference, this part innovates the quantitative analysis chiefly with mathematical methods. As a practical research, this last part, combining the reality in our country, proposes to classify city types according to related factors, to try to establish the nationwide evaluation system, to strive to realize normative evaluating methods and systematic concluding evaluation index system, to determine the evaluating criterion with local features, which shows the standardization, practicality, feasibility and integrality of the intensive potential evaluating methods of urban land. Thus the paper expects to achieve more practical potential evaluating system and methods of urban land, and to change the situation that one evaluating system can only serve one city.



At the end of this thesis, there is a brief summing up of this study’s major contents which includes the break through of theory; innovation of technology and Application prospect. Some deficiencies and questions that require further study are put forward.
