从过去到现在,从冷战时期到后冷战时期,美日同盟在美、日两国之间体现了一段历时颇长的特殊关系-“美日同盟”。显而易见地,“美日同盟”的最主要关切在于“安全”,无论是彼此个别的安全,或是美日的共同安全,皆包含于其中。于此同时,同盟关系实际撑起了彼此东亚政策的根本框架,更蕴含了美日调整内在关系或共同应付对外挑战的实质内容。对美国和日本来说,如何运作、维护该同盟关系,在最理想状况下的最简便途径,便是紧密地在同盟框架底下开展协调、合作以获致安全。具体内容包含了日本必须对美国提供前沿军事基地的使用权与在地国的相关必要支持,而美国则会保证日本整体上的安全,在必要的时候也会采取关键的行动以达成上述目标。即便如此,在不同的时期里,随着情势的演变,既有的同盟合作模式也不一定再能简单套用。这就是美日同盟自1996年起,启动一系列“再定义”举措的根本原因,目的就是为了填补美日的同盟合作模式,从过去到现在,在不同时期里所可能产生的作业、执行落差。本文的目的不仅仅是要阐述、罗列整个“再定义”的过程与相关举措,在允许的情况下,还将试着评价“再定义”的“能与不能(可行性)”与“有利或不利(有效性)”之处。



U.S.-Japan Alliance derives a specifically long-term relationship within the United States and Japan, from Cold War to Post Cold War, from Past to Present. Obviously, the most significant concern of this alliance is security, whether for the U.S., Japan, or even together. Meanwhile, the alliance constructs the main framework for each one’s East Asia policy, and no wonder it could be the essence of both for managing the inner connection or the external challenge. For U.S. and Japan, under such an idealistic assumption, the easiest way to seed security, is to cooperate closely under the alliance, the content could be Japan provides the frontier military base and any necessary houseful support, and U.S. covers the comprehensive protection of Japan and take vital action if needed. Even though, with the time passing by and situation’s chronicle change, the established cooperative pattern might not run successfully any more. That’s why there was a Re-defining of alliance took place since 1996, in order to bridge the operational gap from past to present. This article is not only willing to demonstrate the whole re-defining process and instrument, but also possibly to evaluate the able and disable(affordability), the advantage and disadvantage(efficiency), for the consequence as re-defining.
